car wont idle below 1300 RPM

I have hooked up all the grounds and tried to set the idle and even in test mode I cannot get it below 1150-1300 RPMs... I tried adjusting the BISS, resetting the ECU, etc. and still cannot get it to idle lower... Grrrrrr... Haynes manual tell me nothing... Grrr.... Yosha MAAADDD!!!

Checked for boost leaks? Is your throttle completely locked? Check TPS if possible.

check and make sure all your vaccume lines are connected. also make sure your throttle body is closed all the way, sometimes the throttle cable gets caught up on something. check all your intercooler pipe connections

So probably a boost leak or TPS? I will check the cable again, but I just adjusted it when I put the motor in... I will get on that
