i got my 14b int he mail a few days ago, looks good no shaft play watsoever. only 2 small cracks around wastegate flapper. So Sunday i decided to port it, so i took the exhaust hausing off anf ported everyhting went well, but i noticed right behind the exhaust turbine there is a cup type thing that seems to hold the oil in or something and i could spin it like it was loose, im guessing that when i puit the clamp back on holding the hausing and turbo together it makes it seal, is this normal?
 
Yes, it's normal for that cup piece to spin. What you need to worry about is if the wheel is hitting the inner compressor housing or IN and OUT shaftplay. Cracks are somewhat normal on a 14B due to it's age and small fine cracks on the exhaust side flapper is fine as well.
