Ok so I've tried everything in this link http://www.dsmtuners.com/forums/showthread.php?t=217951 and I still cant find the problem.

cliff notes: In order of events
1.Car did start and run fine after newly rebuilt engine install(had a cracked manifold with old 14b)
2.Encountered ign problems..changed out the coil pack and power transistor..seemed to run fine
3.Car idle was rough and died... tried adjusting bliss screw..not much help
4.Turbo seals gave out...order and new turbo kit(xspower evo 16g kit...it was a cheap alt:D )
5.Trouble starting car after turbo install..slowly cranking...so I got new starter, battery,spark plug wire, spark plugs

so I'm stuck here, the car wont start I've check over numerous things and nada. The car doesnt even make an effort to ignite the fuel in the combustion chamber. If anyone can help me I'm on the verge of taking the car to mitsu which i really dont want to do.
 
pull out a spark plug, put it in the end of the wire, lay it down, not touching any metal... crank the car (DO NOT HOLD THE WIRE WHILE DOING THIS!!!) you should see spark comming from the plug.. if not, start trouble shooting your way back...

Next, BOOST LEAKS AND VACUUM LEAKS!!! if there is air creeping in past the MAF, it could make your car not run...

Next, fuel pressure... check for pressure at the fuel rail...

Also, doing a compression test wouldnt hurt
 
Fuel is present but the pressure is unknown due to no fp guage.

I did do the spark plug test...there is spark

There are no boost leaks my guage is registering 1-2psi when cranking the car

Cant hear the fuel pump with the key in the ON position...but ive check inside thrugh the spark holes and see fuel inside not puddles but its wet and so are the spark tips..btw the plugs are new and gapped at .028

probably wouldn't hurt to check out the fuel pump, because you should be able to hear it

Why would you not have the side electode (the metal arch that you gap) in contact with the valve cover. Wouldn't you be able to see the electricity jump from the electrode that way?

In my understanding (with factory turbocharged DSMs) the fuel pump doesn't turn on when the ignition switch is in the "ON" position, but only when it's in the "START" position.
