balance shaft?

Ok well i got my timing belt change done and I was wondering what you all thought about this. So i take the cover off and notice that the bs belt was just slipping on the pulley system no matter what. Come to think of it it look like it had been slipping for a while seeing as no teeth were on the belt. So im thinking the shaft is stuck and it's worthless to put a new one on as that will do the same. So should I put it back on or just leave it off?

P.S. it is the front shaft if you are looking at the motor from the driver side.
 
It says in the vfaq that you can leave the front shaft in place (omitting the b-belt), and just remove the rear shaft and replace it with the stub shaft.

Is there any downside to doing it this way?
 
yes you can leave the belt off and balance shafts in it will not affect anything but its better to take them out but its really really hard when the motor is in the car
Are you suggesting to just cut the BS belt and call it a day?
 
Ok i did this i removed only my rear shaft and left the front one in . However it was my rear shaft that litteraly chucked its baring out causing me to do this. I have not notice any power gain at all . But i think something is off . I did this because the motor was in the car and very hard to pull the front shaft out . The only thing i havent figuerd out is this weird slight clicking noise after the new oil pump install and and b/s kit? You must remove at least the rear shaft then chop the font shafts belt but you cannot run one shaft and not the other cause your car will run horible in the top end and ###### vibrate your teeth out. So get a removal kit and go at it .
