Buschurs in wakeman will do it. My buddy got his Evo 9 MR tuned there and it made quite the difference.
 
I recently bought a 96 eclipse GS-T with a sixbolt swap. The motor has about 60kmiles on it, but about 2k on the bottom end (rods, pistons, etc.) Has about 2k on the evo III 16g, and apexi N1 cat-back exhaust and ignition mods etc. I haven't boosted it passed 12lbs yet, and figured Id get advice before I do.

Since your profile isn't filled out, I'll have to assume that the mods you listed are your only mods. If that is the case, there is no reason to have the vehicle tuned. Actually, you won't be able to tune anything since you have no means to manipulate the ECU.

I suggest that you pick up a logger and a boost gauge, at the least, before you melt something. You need to be able to see what is going on under the hood and within the ECU, now that you are running a larger turbo.
