High idle after many tests

today i ran a boost leak test and held around 30 psi strong... hallman boost controler all the way out still spiking at 25psi...set my timing to 8 degrees ungrounded due to the 6 bolt 2g swap... replaced the isc with a good one...TPS ohm'd out... Biss is ALL the way in... still my idle is 1600-2000rpms... set my AFC LO-throttle to the negatives due to the high idle... also im hitting fuel cut... possibly CAS?
 
If the throttle cable adjustments don't work, unplug the ISC while idling and see if the surging stops. If it still surges up and down, its def. not your ISC. If surging is reduced, you have found a problem. Note that disconnecting the ISC might make the idle higher or lower than 750- the exact RPM doesn't matter for troubleshooting purposes. It's the surging source you are after here.
 
the throttle cable is adjusted perfect and AFC reads 0 throttle at idle... when i disconnect the ISC Nothing happens it just stays the same...ive pretty much ran that whole terrys trouble shoot and everything checks out good... this all started happening after i changed my intake manifold gasket due to a boost leak now its outta control.... possibly MAS, ECU.... i wanna fix this idle so i can start tuning
