Evo III camshafts

I already know Evo III camshafts will install into our USDM 4G63's (notice I said Evo 3, NOT Evo 8) my question is, do Evo III camshafts offer any performance benefits over stock? And more importantly, will they pass Draconian California smog tests?

On a side note, will HKS cams pass CA emmissions either???
