Hey guys this will be my second post on this subject. Here is where I am at. Have all the accessories off. No matter how many times I tighten the tensioner something is off every time.
note: no balance shafts

Scenario 1:
I line up the cams and their marks with the head plane, I line up the crank with the marks, I roll the tensioner around with a pry bar and it pulls the exhaust cam and then the exhaust cam is off by a tooth.

Scenario 2:
I set the exhaust cam one tooth off clockwise and the intake cam one tooth off clockwise, I line up the crank, I think I got it this time but, when the tensioner is tightened, the cams line up and the crank is off one tooth in the clock wise direction.

What am I doing wrong here? Scenario 2 was an Idea I got from VFAQ.com and Scenario 1 was straight from the book.
 
and what leave the intake cam in place and let the belt bunch up inbetween the cams? i dont see how that will work

Set the exhaust cam one tooth off but leave the intake cam alone.
