so after taking the door panel off, i figured out how to remove everything but the lower plastic on the door panel...it looks as if the plastic screws were sent through the panel and then melted in place? is it possible to safely remove the large plastic piece that contains the speaker grill without breaking anything?

That's how it comes from the factory. What are you trying to do? Why do you need to take out the speaker grill?

Try using a heat gun on it, just so it becomes soft, then compress the soft plastic "tab" and push the grill out. After you finish painting it, you can do the same, but I don't think the paint can take the heat (it also depends on what type of paint you are using).
