Ok, so can the 95 base timing be adjusted or is this completely controlled by the ECU? I know the cam angle sensor is behind the CAM gear which would seem pretty hard to turn... All the timing articles I see refer to 1g.

Any help or guidence would be appreciated. I want to check base timing since the car is acting very sluggish even though I just repaired a few boost leaks and has very little response to raised boost (16psi) - Thanks!

If you are having little response to 16psi. I would guess that you are either knocking and pulling timing, or that you have a boost leak that you didn't fix.

Well, there is the brown plug on the firewall for grounding and setting timing... is this standard on all models, even those that you cant set timing on? I just want to verify that I AM at 5*btdc

On the link thats posted above it states that the 97-99 dont have the brown grounding plug is that true or do they have them. Ive tried finding mine to check my base timing. I have a 1g cas, but ive not seen the gounding plug on mine or ive overlooked it.

If it's there, I've never found it. Then again, after learning that the timing isn't adjustable on my car, I stopped looking. I do know that there are many threads that discuss setting the base timing for a 6-bolt swap, however, which would probably cover your needs as well.

The wire you are looking for is Black/Green in the smallest plug of the 4 going to your ecu. There is only 1 black with green stripe wire in the smallest plug. That is the timing ground wire. To adjust base idle, you would ground that black and green, and also the pink wire in the same plug just for info.
