timing question

after a snapped timing belt, i had to get my engine rebuilt. we the engine in the car, but when the car is running now, the turbo is spooling at idle, you can hear a misfire at about 1800 rpms, and fuel response is about 1.5 seconds delayed until you get to 3000 rpms. from 3000 rpms on, the car runs fine. does this sound like a timing problem to you guys?
 
What's your timing at currently? If you don't know, put it on a timing light and check it or use a datalogger. It sounds possible, but a bad set of plugs or plug wires seems more probable.
 
I'd recheck your timing and see if the marks are all lined up. Backfiring seems very likely with your timing off a tooth or 2 or 3... :p .When doing the cam gears, the exhaust gear likes to move up slightly when putting your belt on. As far as your turbo boosting at idle, possibly check for boost leaks, vacuum leaks, etc...
