installed boost controller..still hitting real high boost

i just installed a joe p manual boost controller and it still isn't controlling my boost setting..in 1-2 gear it hold around 17-20 p.s.i but in 3rd,4th, or 5th it hits 25p.s.i and holds.. all the lines are hooked up correctly, and so is my boost gauge..when i bought the car it didn't have a boost gauge and had a homemade boost controller that looked like junk and the guy i bought the car from said before he took the gauge out he set it on 14p.s.i and i just got a boost gauge the other day and when i first gave it full throttle it hit 25p.s.i which isn't cool..any info would help..also i have tried every little adjustent setting on the joe p i have now

I saw that your car has a 14b turbo.....someone correct me if I am wrong, but is a 14b turbo even capable of hitting 25psi at all? My guess would be that you have the air line to your boost gauge T-ed in to the wrong spot under the hood. Can you take a picture of where you T-ed it into?
