rpms not moving up or moving up fast??

i have this problem when i am at wot. when i shift from 2nd to 3rd some times the rpms will stay at about 3krpms as if I had a rev limiter or it will go up fast then come back down. anyone have any ideas. probably clutch slippage right???

That would be a slipping clutch you have there.
