1G-specific Crappy ride, weird noises and bad braking

Lately my car ('93 1.8) seems to be riding really crappy. There is a weird rotating noise whenever the car is in motion, which gets faster as the car accelerates. This happens during turning and going straight. Weird thing is, it started doing this after I let it sit for a week (I went on spring break) Could it be the wheel bearings or CV joints? The car feels very "floaty" when I drive.

Steering is also kinda crappy. Today put it in neutral and coasted, then when i put it into third (on a highway offramp) it kinda jumped and jerked to one side. What's up with that?

Also the brakes are pulsating badly and dont feel as strong as they used to. Pressing the pedal down about half-way hardly does anything.

I want to get my car back up to spec, hopefully performing better than when I first bought it. The question is, what needs to be done? I have to keep this within budget, but I want to use good parts and really make it drive smooth. Please share any information you have.

YEA I JUST BOUGHT AN 97 ECLIPSE SPYDER!!! AND ITS DOING THE SAME THING!!! If you press the brakes half way it doesnt do crap! and if you press it a lil harder your pretty close to stoppin short. Like if you press it up to halfway you dont slow down enough but if you press it a lil pass halfway it'll stop wayyyyyyy to much??? Are al Mitsubishis like that? I remember my uncle had a 1990 Galant and his had basically the same problem, or is this normal?? Its weird sometimes I feel like im going to go in someones rear end! Its not the brakes themselves because they are brand new...
