None of the stuff you mentioned is to hard to put on, just requires some basic hand tools. I'd do it for cheap, and port your turbo if I didn't work almost 60 hours a week. I barely have the time to work on my two (a 1998 GSX and a 1990 Laser that was a junk yard rescue). You won't blow your shit aslong as you keep the boost low, but I would definetly invest in some fueling before you put on the bigger turbo. If you hunt for deals you can be out less than $300 for evo injectors , an evo fuel pump, SAFC, and a pocket logger.
