how is cylinder head height measured?

I just recently bought a 2G that is in pieces, so I'm in the process of assembling the engine still. The head was rebuilt so I figured I should find out how much was milled in the process, but I have to measure the head since there is no markings on the head.

In the factory service manual, it says that the head is around 5.193-5.201 inches tall, is that measured from the deck to the top of the valve cover or is that measured from the deck to the top of the rocker arm?
