Possible Fuel Dump with stock setup?

So i know if you turn up the boost past a certain point (believe its 16psi) without programming the ECU you will have fuel dump or cut or whatever you wanna call it.

So i had to replace my t25 stocker with another t25 i bought of a guy who upgraded...everything seemed fine but when i go WOT once the turbo starts hitting max boost the car cuts power and jerks...as if fuel is being cut (similar feeling as if the car was thrown out of gear).

its a 1998 GSX, with Greddy type RZ bov, Dejon intake, K&N filter, ACT 2600 clutch, Fidanza flywheel.

I dont have a boost gauge hooked up or any controller...

any suggestions?
 
I had it installed by a local performance shop...so ill have to check

Im not that familiar with wastegates aside from that they control boost levels, is it possible the boost was turned up on the one i bought and never set back to the original level?
