so if my t60 with external wastegate has a little flutter in the low rpms that's nothing to be concerned with correct? I mean ive heard a few 240sx's with sr swaps in my area doing this its not excessive by any means only if I build a little boost below 3000 rpms. my turbo is still showing no signs of shaft play or losing oil I should be ok right? its just nagging at me and I need some reassurance.
 
By flutter do you mean a flutter noise when you let off the throttle(BOV issue) or do you mean that your wastegate has play in it? The former is quite bad for the turbo, the latter shouldn't hurt anything but slow down your spooling. If the wastegate does have play, you need to adjust it, there is a tech article on that somewhere around here.
