No start

I have a 1990 I have been working on, on and off for a few years now it just moved it into my garage last night and when i went to throw a new battery in it every thing on the dash light up full power but starter seemed disabled. Is there a factory security system on it and if so how do i disable it?

My 90 had a factory alarm, try unlocking the door with the key. I do not know if it will work but it is worth a try. Check the wires on the starter also.
