how to remove this part of brake line?

how might i remove that 2nd half of the brake line? the part highlighted in yellow is too short, so i cant get the wrench to hold on.

its this brake problem that ive had for a while now. my rotor and pads are toasted. caliper doesnt seem to be releasing like it should, and once again seized. so im thinkin the brake lines could be the problem.

Pull the clip that holds it in the bracket. You can then move it to get a better grip on it.
 
I just finished replacing my brake lines on the front with ss lines.

Yes, removing the clip will give you more room to work with. After that you can use:
best:2 flare wrenches
good: 2 open ended wrenchs
worst: locking pliers and open ended wrench

Actually thinking about it, I don't think that a flare nut wrench will really fit on the bottom fitting. The bottom fitting basically has 2 flat edges to it which fit into the bracket, just use an open ended wrench or locking pliers since you don't need the old lines anymore.

The top nut is about 10mm. Be careful not to bend the hard tubing too much. I sprayed a little bit of penetrating oil too. (Actually looks like you sprayed something there already :)

The clip pulls out with needlenose pliers. To put it back, just tap it lightly with a hammer.
 
I wiggled in a flathead screwdriver to bend the clip back and forth and it came lose and I was able to pull it out. Then you will have better access for getting the wrench in there.

Same here, that's what I did. Funny, I knew exactly what part of the brake line you were having problems with before I clicked on the thread, just from the thread title! LOL
