holes not lined up, help!

i replaced the shocks and springs on my car and reassembaling the suspension is not working out. The two holes on the upper bolt of the fork are not lining up so i cant get the bolt screwed in the hole. i have everything else put back togeather I just need to figure out how to get those holes to line up. any help would be great.

Something must be binding it up. Did you make sure the little tab at the back of shock is seated properly down into the fork? It can sometimes hold it open if it isn't.
