Removed Rear Rotors and there are DRUM SHOES UNDER ROTORS????

I just pulled my rear rotors so that I could have them turned. They were hard to remove, and once I got them off there are what appears to be "Shoes for drum brakes" under the rotors.

The car is a 95 awd. Does anyone know anything about this, are they supposed to be there or what?
 
Nevermind, I just figure out what it is. Its the damn parking break shoes, damnit I hate it when something is so simple you just look right past it.

or it could be the reason for his question....
