alright in my 91 tsi AWD when i go around a long corner, and i come out of it, the steering wheel is pointed slightly in the direction of the corner i went around. i checked all the steering rack bolts and they are tight, and i made sure the rack to column 12mm bolt is tight too. what is up with my steering?

was your steering wheel always like that or did it just happen suddenly? If nothing is wrong with the rack/mounting bolts or the inner/outer tie rods ends then maybe you just need to realign the steering wheel. Either get an alignment, when an alignment is done they will center the steering wheel and adjust the toe accordingly, or point the wheels straight and pull the steering wheel off and then put it on the way you want it (of course youll need a puller and youll need to disconnect the battery for atleast 5 min or so)
 
when I put on the steering wheel it was straight cause i have a "sweet" Tenzo R wheel. it is kinda a suddenly thing. I noticed first around this tight uphill right hand corner by my house i would fly up it in 2nd and come out with the steering wheel all f'd up. and now it happens alot. can bad tie rod ends or bushings cause this?
 
check for play in the inner/outer tie rod ends and have someone look at the rack while someone is turning the wheel, Also pull back the boots to see if you leaking fluid. an internal leak may be the cause of the problem.
 
You said you checked the bolts that hold the rack to the frame but did you check the rubber mounting bushings. If these mounting bushings are bad your rack will move slightly causing the steering wheel not to return to the same center position everytime after a turn. If your bushings are oil soaked or dry rotted they should be replaced.
