1999 gst Opinions wanted!!!

Here the eclipse i looked at is a very Clean, near Perfect 1999 Mitsubishi Eclipse GS-t with 94k miles, not winter driven. Tan Leather interior with black accents and dash. He is askin was asking 5500 he came down to 4800 I'm willing to only pay 4500 what are your opinions?

Installed setup:
-18" 5 Spoke Rims
-Aftermarket blow-off valve
-Stock Turbo
-Header back 3 inch Exhaust
-2.5" intercooler piping
-Aftermarket Intercooler
-K&N intake cone style filter
-KYB Struts
-Eiboch Springs
-Camber kits

Cons- the clutch is going to need to be replaced it still works good but it's starting to get pretty soft!
- also the wheels that he has on it the tires rub on the inside of the inner plastic inside the wheel well. So I'd have to get different suspension or ?
