Help! 23 spline transmission in 1990 Troubles

I recently put a 23 spline tranny and transfer case in my 90 talon AWD. I switched over the 90 vertical lever and both brackets.

The trouble is I cannot get the transmission to shift into 1st and 2nd. 3rd - 5th is very smooth, and by playing with the adjustment on the cables I can make it go into either 1st or 2nd, but not both.

Do you know if switching back to the shorter 93 vertical lever will shorten the throws and give me both 1st and 2nd.

90 shift lever is longer then 91-up. Put the 93 shift lever back in and yes it has a shorter throw.
