91 auto ~ neutral in P R D 1 2 while empty and out of the car.

I pulled my auto tranny to do the Swap... I did everything except I never found a tranny in decent shape so I am in the process of putting the auto back in... during the installation I noticed that the trans could be turned in all gears and park. the Torque COnverter is empty the trans is not... Is this a normal occurance or not? The only thing I could think of that I may have done wrong is while installing the torque plate I was unsure which way the dip went and it doesn't specify in the manual.

I understand... just was unsure if the case was full why there wouldn't be fluid drag at least.
