Oil pressure high enough?

Ok here is the situation. About a month ago now I tore the motor out of my car to do the bsek, change timing components, headgasket, clutch, etc. Basically lots of maintenance and a few extras. I ported the ofh a small amount and also ported the head port a small amount. Did the bsek delete and rotated the bearings etc etc.

Now after getting everything back together, my cold idle oil pressure is 30psi measuring in the turbo feed line (holset hx35). I started out with a .076 restrictor and have progressed to using no filter now. The feed line is a -4an fragola line (.0188 ID) and I am running a fp inline oil filter without the filter in it at the moment if that matters too. I have an electric gauge right after the filter and then a mechanical right after that just to make sure one of the gauges isn't reading off.

I could only get about 30-35 psi max above 3500rpm yet my factory gauge was reading above the little picture icon. Also at idle the factory gauge read slightly below the middle line. (Yes, I know the factory gauge is not accurate but let me finish with my point LOL). I knew something had to be wrong since the factory gauge was reading so high yet my aftermarket gauges were reading so low. This led me to concluding that the filter had to be slightly clogged since that is the only thing between the feedline and the factory sensor. (I am guessing it was the grease from packing the oil pump). Anyhow, swapped to a new bosch oil filter today (what was in it previously as well) and here is what I found.

Idle oil pressure is near perfect, around 11-15psi when fully warmed up (driving in town for about 10 minutes before I checked pressure today) with idle set at 1050rpm. Oil pressure ramps up perfectly normal to about 40psi and 4000 rpm. Max pressure at 6500 rpm on the two step reads about 45psi.

Keep in mind this is all reading in the turbo feed line off of the oil filter housing. Now my question is, is it okay as is? Is 45psi off of the feed line safe? I will be running 26-28psi with the hx35 and my rev limiter is at 7500rpm. I figure actual oil pressure to the motor is a little higher than that since I am reading off of the feedline and that is a small restriction in itself.

If this isn't safe, what would you guys suggest the problem is? I think it could be the oil relief valve stuck open a bit since the oil pressure just drops off at a certain rpm and is completely fine otherwise. Then again, I would think that the oil pressure would be low at all times with the valve stuck open. Any ideas would be great, or if I can run it as is that would be even better :)

Oil pressure is holding steady and rising great until that 40-45 mark at 4500 and then rises a little after that but not much. Nobody knows if that is safe or not? I have read the holset specs and researched numerous threads but nobody has any definite answers
