The engine has been rebuilt before, it has about 60,000 miles on rebuild.
Ok I figure this is what I need:

Crank checked/machined
rods checked
gasket set
rod bearings
timing belt (tensioner new at rebuild)
cometic head gasket

Will I be better off getting new rings and cross hatching the bores?
Should the main bearing be replaced as well?
Should I try to get the balance shaft removal done this time? Had a heck of a time trying to get it done the first rebuild without success. Is there anything I'm missing?
 
I'm trying to achieve about 400hp and use it as a drag/street car but things like this keep popping up. The car currently has an agp l2r turbo, arias pistons(8:1 I think), crower rods, 750 injectors, front mount intercooler, fp exhaust manifold, 2.5 downpipe, 3in exhaust. I'm trying to make sure I don't miss some cost and come up short, I don't have the extra cash I use to. So no cams, intake, flywheel, or anything like that. I tried to get the local machinist to balance the rotating assembly the first time I did the motor but got to be a hassle listening to comments about "why do that to a 4 cyl." or "you know it's expensive". I want to try to get it done this time but will have to try someone else.
 
I know it's a bit of a drive for you, but pmi in Jefferson city is very familiar with these engines and does very good work.
 
I will consider going to Jeff City. I'd rather not ship out of state because I wouldn't be able to go after it if problems arise. I have to consider costs.
