Stock head components can do 400+ whp, its the bolt on's and the tune that put the power to the pavement. Since your asking for specific parts heres my head build that I did on a budget.
-FP2 cams
-Evo IX valve springs & retainers
-engnbldr SS valves
-engnbldr bronze valve guides
-Topline revised lifters
-ARP head studs (tq to 90ft-lbs and re-torqued after 500 miles)
-Mitsu composite headgasket (copper sprayed)​

Of course I had a machine shop resurface, clean, and do a valve job on the head before I installed everything on the car. I also replaced ALL my gaskets when I pulled the head and did the install, I ordered the 2g HG Replacement Kit from extremepsi. It doesn't show a list of everything it includes but I wrote it all down once I received it so if you want to know just ask.

Why wouldn't they be able to? Stock 1g or 2g springs can be used with 272 or equivalent cams and so can Evo VIII/IX valve springs. They are in no way a BC spring but for the price you can get them for, especially if your on a budget build, its the only way to go. Evo valve springs are beehives so there is less mass on the spring/retainer so it allows better control of the valve giving you a more usable RPM range.

272 or equivalent and I have never heard good things from the locals running BC cams.

I would go with 272/272. Your motor will breathe a lot easier in high rpms. Also, they would be ideal if you ever want to turn your rev limit up.

so I'll go with the 272s over the 264/272 with my 9:1s?

You don't just wrap a motor out to 10k because your valve train can do it, you wrap it up until you stop making power and the next shift point puts you in your power band for the next gear. Of course cams are going to move your power band a few clicks up in the RPM range but not significantly.

Evo VIII springs are the same as the Evo IX springs, whichever you come across first. Just be sure to get the retainers along with the springs, you'll need them for the springs to work. My motor stops making power around 6.5k so I shift right around 7 to 7.3k since that puts me in the power band for my next gear.

Just as a reference, I posted a WTB ad on socalevo.net for Evo VIII/IX valve springs and within two days received a PM for a set of IX springs/retainers for $40 and they only had 8k miles on them.
If anything the 272s out flow 264s. Stock springs and valves can rev to 8500 rpms.

Yes, 8's & 9's have the same valve spring and you DO need the retainers. Try to get the rockers too if you can, I tried but most Evo owners re-use them when they upgrade their valve springs.

In my opinion they aren't $150 better, 400whp is do-able on the stock valve train but if the heads off and your giving it a refresh why not upgrade the springs with cheap stock Evo ones? Yes your OEM rockers will work, Evo springs and retainers is all you need to get them to work.

I use manley valve train. A stock head with either the evo springs/retainers or manley valves and 272's will do just fine for you. It all depends on how much you want to spend really.
 
Manley springs and 272 cams. We have countless shop cars running Manley springs and retainers and our SIM 275's and rev all day to 9000.
