The 2.0L will definitely not spool a 3065 by 4000 RPM. The stroker would get you closer to your goals, but still not 4000 or below.
 
Just for an FYI my stock compression 2.0L spools my 3052 to 20 psi right around 4200 rpms (I may have a very slight pre turbo exhaust leak), so maybe would see at 4000 rpms on a "perfect" setup. I know a guy with a 3052 on his stroker & believe he see's 20 psi right around 3600 rpms. The 3065 will add approx 500 rpms to your spool, so doubt you'll see 4000 rpms with a stock compression 2.0L. Most tend to be in the 4500-4800 range on a 2.0L, of course depending on supporting mods. Defently go with a stroker if you want closer to the 4000 range.
 
Thanks for the info. Why is it that a 7 bolt stroker is more expensive then a 6 bolt?
 
Nothing against JAM but you can piece one together for much cheaper. I did my 2.3L build, all new parts, including machine work for $1,600. Then I assembled it myself, which is pretty straight forward as long as you take your time and double check your clearances.
