Assuming you're talking about the Big 16g, I'd say somewhere around the 18-19psi range effectively & safely with supporting mods. No idea on the hp numbers though, maybe mid 200s?
 
S16G is at it's best from 15 - 18psi. The Evo3 and Big16G are more efficient in the 20+ range. However, the Small16G has a better compressor map. I have yet to find an Evo3 Compressor map, but here are the big and the small

If you are talking about Forced Performance's new EVO III Big 16G than it can flow much more than the other 16G's. This turbo has flows 44.1 lbs/min. and has run up to 118 mph in the 1/4 mile (so far). It has also been run safely at 26 psi on the track. It is much different from the normal B16G in the sense that it has a stronger turbine housing as well as a larger compressor wheel. Where the the B16G falls off the EVO III keeps pulling and the spool is relatively the same.

Thanks for the help.I would really like to push the 300 whp by this time next year so I guess I need to do a lil more research on what turbos I want and can run right now.
