Adliya,
Well. I am trying to decide if I should go with a 3inch 02 eliminator downpipe (Ex. RNR, HRC) or a ported EVOIII 02 housing.

Two things I would like to know.

1. is a ported EVOIII 02housing camparable with the 3" 02 eliminator downpipe in flow? How much power will I gain if any going from a Ported EvoIII housing to the 3" eliminator, on something like a 20g or green.

2. Will the lower heatshield bolt up to the EVOIII 02housing?
and can you make it work with the 3" 02 eliminator?

The stock lower heat shield bolts right up to the Evo3 O2 housing, the O2 sensor location matches up, it works just fine.
You might want to figure out what turbo/wastegate configuration you are going with, before you decide what O2 housing to get.

One problem I've had since going with my 3" O2 eliminator downpipe is that it's a one-piece unit. The construction is really a work of art (RnR), but getting that bugger off pretty much requires dropping the turbo and pulling the A/C fan. A two-piece approach, such as an O2 housing connected to a downpipe, or the two-piece design that Hahn Racecraft is making now, would make getting the downpipe out of the way a LOT easier (assuming, of course, that you can get at the lower bolts on the O2 housing).

(I didn't really think it was going to be a problem, but I've had to get at my transfer case more times than I can count lately, and pulling the oil pan a while back was a real pain in the ass.)

As far as the stock lower shielding goes, I can say for certain that it won't attach to at least the RnR pipe; well, not without welding or drilling and tapping. ;) If you're going stealthy, the Evo housing is probably a better choice.

can anybody give me a guesstimate to the inner diameter of a ported EVOIII 02housing. I know every piece is ported different so no direct figure, but just a round figure.

basically the diameter at the beginning of the housing at the turbo, and another at the downpipe.

I have never seen a ported housing infront of me. are they usually ported all the way inside or just a couple of inches inside the openings. from the pics it looks like all the way inside.
