Buying a used 16g

Hey guys, I'm thinking about buying a used ported 16g. The thing is I don't have any fuel support at the moment, only basic bolt ons. Would I hurt anything by running it at 15psi on 91 oct (CA gas sucks). And if the answer to that is yes, would it be faster than my t too small at 15psi? Also I thought I remember seeing a thread debating 14b vs 16g, I tried searching but couldn't find it. I can get a ported 16g for 400 or a ported 14b for 200. Are the gains from 14b to 16g worth an extra 200?
 
The choice of the turbo will also depend on its conditions. The last production 14b was sold in '94 and most people who needed to buy a new turbo since then went with the 16G (or larger). So 16G's are usually much newer. Hoever, they are usually used with higher boost, wears them out more...

I would aslo consider condition of the exaust housing.

And lastly, I have been using this rule of thumb when buying any used turbo: if you add $300 (typical turbo rebuild price) is it still cheaper than a new turbo? If it is, I would go with it, if it is not I would pass unless I knew for a fact that this was a low mileage, well taken care of turbo.
