rebuilt engine

So I just finished the rebuild on my engine and started it for the first time, and now it wants to idle at about 3000rpm but if I touch the gas it drops to 1000 very quick and dies less than a second later. So I f anyone has any idea what could be causing this please let me know. Any help would be greatly appreciated. thanks.

BISS been adjusted? Do you have the throttle cable too tight where it bolts onto the intake manifold for adjustment?

BISS screw is still the same spot it has a plug holding it in place and the throttle cable is not to tight I marked where it bolted on when I removed it. Any other ideas? Anyone?
