im looking to buy a 95gst that im wondering if it should pass smog. it runs really nice but it has a cone type filter, cat back exhaust, hks bov, and thats about it for engine mods.

If the cat is good and the car is running the way it suppose to.
Should pass.

Did the previous owner do a smag tes after the mods or before it.

Here are the basic rules in CA, all parts must be CARB certified of course (though most techs won't know what isn't and won't ask for the certificate). It must pass the sniffer obviously. But also a big rule is that any air that is either inside the engine (like the crankcase) or has already gone in through the air filter has to either go back into the engine or come out the exhaust tip. NOTHING can be vented to the atmosphere including valve cover breathers, PCV valves, BOV valves etc. If the car meets those requirements it will pass.

Also, anything that draws attention under the hood is subject to scrutiny. Anything chrome, red, purple, green, blue, shiny, big, it's all going to cause unwanted attention. Keep things looking stock or ordinary and you will do better. That's why I fu@king hate engines that are all covered in bling, it's such a damn waste and just asking for trouble.

He is 99% on (only because I never give anythin 100% certainty). Biggest problem is finding a smog tech that will overlook small things. I have an Injen intake WITH CARB sticker right on it with E.O. # totally visible. I use the HKS SSQV with recirc kit. Between those two things, only one place I've found will smog it. Sometimes is the price to pay when modding a car in a greeny-weeny state like CA. Just on a related note, you used to be able to smog you're car anywhere, but not any longer. Wherever the registration is, that is where it has to be smogged. They have the state divided up into "smog level areas" and if your registration puts you in a "high smog" environment you have stricter limits than someone in the farmland. So if you live in a metropolis of CA, you can expect stiffer sniffer limits AND you can't get your smog checked by Billy Bob in the back country who doesn't care about your big chrome parts.
