1g wont build boost..

Ok, this girl I know has a 91 GSX auto, a whle back her turbo froze.. and she blew her exhaust housing gasket out.. a few days later.. the turbo started working again, but now she only gets like 2 pounds of boost... Even after i replaced the gasket..

I dont get it.. if i stick my finger in the turbo inlet i can spin it fine.. so its not like its stuck..

ive checked for boost leaks and all the obvious stuff, plugs and wires are good.. etc

any ideas?

I am not sure but possibly bent fins on the compresor wheel or exhuast turbine.

well, i guess ill pop off the exhaust housing and check it out. dont have to take the turbo itself off for that so it shouldent be too much of a chore.
