Question about turbo (TD05)

I was cleaning up parts today and was tinkering with the turbo and noticed it doesnt turn easily. Now it turns when i turn it but if i try and flip it hard enough to keep it turning when i release should it still spin until the momentum runs out? Or should it have a little tension to it?
 
Conventional bushing turbos will not usually spin under thier own momentum wiht a simple flick of the wheel. This is especially truse of smaller conventional turbos. The T25 I pulled off my car, would not spin with a turn. My 20G, when taken off the vehicle, did spin pretty freely. But it only had enough momentum to carry itself about 2 turns. My L2R wiht the full ball bearing center section, spun by simply blowing on the turbine wheel. I woudnt worry about it.
 
Well i couldnt resist and had to take it apart to see what was the matter. Well it had a hell of alot of coking under the sheetmetal guard and other places. Now i have a few questions MUHahahaha......Where can i get the rebuild kit besides my local dealership here in town (guys a doofus, couldnt even find me exhaust studs) And lastly where can i get it balanced once i get it put back together? I looked at forcedperformance but all i see is a complete rebuild for 300 bucks :barf:
 
I heard that Forced Performance will sell the rebuild kit if you ask. I got a 14b rebuild kit from Turbochargers.com
Doing a rebuild won't automatically screw up the balance. If you make three alignment marks on the turbo before you take it apart you can put it back together without messing up the balancing. Put a mark on the center shaft on the compressor side, one on the nut that holds the compressor wheel, and one on the compressor wheel. That way you can put it back together and everything will be lined up.
 
Well i made a mark on the compressor side but forgot one on the shaft and remembered just as i cracked it..... DOH!! Thats why im asking about where to get it balanced at...
