When I got my talon, these were cut. How do I fix this/where do they go?
 
The one closest to the connector is the purge solenoid for the charcoal canister. The outside one is the fuel pressure solenoid to connect the FPR pressure signal to atm for warm starts and raises the fuel pressure to avoid vapor lock.

Thats your fuel pressure solinoid, you can eliminate it if you want, I dont have mine anymore and my car runs just fine without it. Most people get rid of it so they dont have the chance of having that vavle stick shut and cause problems with fuel pressure. And eliminate another spot for boost leaks.
But you will be fine without it. If you want it hooked up then look at the manual as has a reference table for it. Or look on the back side of your hood at the vacum diragram.
