Cams in wrong??

Is it possible for the intake and exhaust cams to be swapped and the car still run? Just wondering cause i have been going over EVERY part of my car to try to figure out why the hell it is still slow, and the guy I bought it from said the timing belt broke and he had the head redone. But almost everything that he "had done" was done poorly to say the least. So Im just wondering now if whoever redid the head could have put the cams back in wrong. How can I check to see if the cams are in the right places?? Thanks
 
It is not possible. Only the intake cam has the slit for the CAS. Therefor, the cams are in fine. If I were you, I'd check for spark in all 4 cylinders. Change the wires and plugs. Could be possible that is the solution to a slow turbo car.
 
0.28 SHOULD be a good gap but http://www.extrememotorsports.com/plugfaq.htm read this before you decide for yourself.

When my buddy's GST was too slow when he bought it, it was because plug #4 wasn't firing. 15000km after I bought my car, when it was still n/t, plug #4 went as well and my 3 banger was as slow as f*ck. When we took out plug wire #4, it performed the same on both cars. Check the wires first.

Before the cylinder stopped sparking, it was bucking pretty bad.
