You can, but it would be a waste of money. The T-25 doesn't flow enough air into the engine to make enough exhaust that would overwhelm the stock wastegate. So, there would be no advantage.
An external is always better than an internal, but the cost of doing it on a T25 would make it pointless. Anything on a 20g or bigger I would have an external on.
