Boost Kreep

I was changing the intercooler piping on my 90' GSX and while I was changing the throttle body elbow I had a friend push the gas to the floor. I noticed that the throttle plate only opened about 3/4 of the way and the wheel doesnt go all the way. Is there some kind of adjustment or something I can make for it to open all the way?
 
Might check to see if you have any carpet behind the gas, it's done that to many people before. I know on 2G's there's a little plastic box like thing. Some people only report getting 96-97% throttle and then they remove that and get 100%. Not sure if 1G's have them.
 
The carpet doent seem to bother anything, and there is nothing under the gas pedal. Thanks for the suggestion though
