basically i wanna know the difference of a BOV and Wastegate and where each are located. those site wont tell me

The BOV sits between the compressor side of the turbo and the throttle body. When you let off of the gas, the momentum of the turbo keeps it spinning, and producing boost. But since the throttle plate is closed, the pressure has no where to go. The BOV is there to release the excess pressure.

The wastegate is on the exhaust side of the turbo. The wastegate opens when the pre-set boost levels has been reached, and allows exhaust gas to bypass the turbine wheel. Just enough gas is bypassed to keep the turbine wheel spinning at the proper speed to generate the pre-set boost level.

you can also do a lot of reading at dsm.org. Last year i knew jack sh!t about dsms and turbos and i learned a lot between dsm.org vfaq.com and here.
