Cam Sprocket Question

The other day I had to take off my cam sprocket cover to get my -6an line threaded on for my new afpr. When I took it off, one of the little tabs that holds the cover on was cracked and fell into the lower timing cover. After taking all that crap off to get the cover off I found the piece and removed it. I also found that the timing belt is off 1 tooth. My question is, would something have caused this, or did the previous owner just put it on wrong? Also, how much do you guys think this has been affecting my performance?
 
It can definitely affect performance. If you don't know how long it's been since the belt was replaced, you should replace it and the other timing components as well.
 
I plan to order idle pulley, tension pulley, belt, and tensioner from SBR. I'm still curious as to what could have caused this. The belt appears to be good, and looks nice and tight so I'm hoping it was just caused by improper installation.
 
Also check the water pump for play when you have everything off.

You wanna do this soon, because if something caused the belt to jump recently, it might jump another tooth or more and bend some valves.
 
I have taken the old belt off of the car and I have no reason to believe that anything caused it to jump a tooth. I'll just have to assume that the previous owner installed it incorrectly. The car has always been a little bit low on vacuum and seems to bog a little when launching. So I'm ordering new timing belt and pulleys etc. this will give me assurance that everything is ok and hopefully gain me a little performance as well.
