My boost gauge says that I am hitting 13 lbs of boost but it doesnt feel like it whatso ever. I think I have a boost leak. How do I check it?

If your hitting 13 PSI and you are set at 13PSI and you needel doesnt fall that means you dont have a boost leak right?? or am i wrong....

my needle actually hits 15lbs but falls to 12 lbs
