14b wastegate

I just finished putting in JDM 6bolt in my car and I think the wastegate is not working. I have the wastegate teed of the blow off valve line with no boost controller curently hooked up. I go out and boost and it flyes by 12psi and then fuel cut. Is there a sure test to see if its opening with out the car running or moving?

it could be the wastegate acuator. my bro had a problem similar to that. he would boost to 15psi then it would spike up to 20+ and fuel cut.

10 or 11 psi
