My friend was interested in buying a car but the guy said 2 of the bolts on the manifold broke. Doesn't that mean a shop would then have to drill the bolt out? How much would something like that cost?
 
Ill assume you mean the exhaust manifold. In that case, if the bolts broke off flush or inside the head, then they need to be drilled out. If the bolt is sticking out of the head then you may be able to grab it with vice grips.
 
I'd be leary of that car. You need to ask the seller why he was trying to remove those bolts in the first place.
