setting base timing without lower timing belt cover?

Is it possible to set my base timing to 5 deg with out the lower timing belt cover installed?

... The cover is to "check" your timing ... not to set it. How would you put a belt on with the cover in the way?!?! Just put 1 and 4 pistons at tdc and the crank is aligned. That's all you would be able to do with the cover anyways. Then align everything else and put the belt on. Rotate the belt a few times and THEN put the cover on. Here is where you double check your timing and this is all you really need the cover for. ( besides to obvious keeping dirt and crap away from the belt )
 
On my 90 AWD I can advance or retard the base timing of 5 deg before top dead center with the crank angle sensor. The only reference mark that I know of shows the 5 deg base timing mark on the lower timing belt cover. I was just wondering if there is another way for me to set my base timing without this cover installed.

Hmm... maybe all of my 90 DSM's are missing the crank angle sensor. But they all seem to have a CAM angle sensor :D

He is talking about ignition timing, not valve timing.
