Unplugging the BCS, what is the reason?

I know where the BCS is located on my 1991 GSX but I have been wondering what would the reason for doing this is... Can someone explain to me in elaborate wording why is this done and what would the outcome is??? Thank You!

By unplugging you mean, disconnecting. Or are you mistaken, and mean 'whats the purpose of removing the restrictor inside the BCS?'
