1991 Talon TSI Awd engine reduild kit??

Well i know a guy that is selling his 1991 eagle talon tsi awd turbo for 700 bucks. But he says that the car blows blue smoke and it wont pass smog. so he also said that the engine needs to be rebuild or something. So what would i need to rebuild the engine or what would be best to do to it?? and what parts would i need???
does anybody know where i can get an engine rebuild kit???
