Not holding boost....but from where?

Ok, so I throw in some C16 and head to the dyno. Just before I did, I did an intake leak test and a compression test and all was well. While doing my runs, I attempt to push it to about 26psi on my profec B spec II, however it just peaked at 25 and started dropping all the way back to 21psi. I tried "hardening" my Type-S BOV but the same thing happened. I tried all sorts of combinations of BOV adjusting and boost controller. But it would not hold and just stay around 21psi. I currently have the Tial 40mm WG, however I'm not sure which spring. So I'm thinking either the Type-S is not holding abover 21psi or I need a different WG spring. In either case, which BOV should I go with or what size spring do I need for the WG? In the near future, I may go as high as 28psi with C16 on the dyno. Any thoughts?
 
Un plug the vacuum line to the wastegate :)

I also have the Tial 40mm. How do you have the vacuum line set up. I know you are supposed to have an un-regulated boost signal to the port on the side. And the port on the top is what gets the signal from the boost controller.
 
I actually have the side port of the WG running to and being T'd to my Type-S BOV where it then runs to the FPR solenoid. I have the top port of the WG running to my Profec B Spec II on the "COM" port. Are you saying that it should be the other way around?
